Is Google Services Framework ID (GSF ID) of the device visible and accessible to all apps downloaded on the device on Android 10 and higher? Or is the GSF ID only visible and accessible to privileged apps?

Looking at my Pi-Hole logs, one app is trying hard AF to contact segment.io. The only issue is, it's my second phone and while most apps are the same as what's on my first, I tried uninstalling a bunch and it's still trying desperately.
