It's a Buc-cees. Just look for the looming monolith on the horizon, you should be able to just make it out from that distance.

Where I live all barricades get regular inspection, cleanup and repair/maintenance where needed.

The squarish thing pointing down is most likely a radiation detector:

The rest of it is point-to-point wireless networking antennas. Not sure which technology but it's probably something specific to emergency alert/law enforcement.

The rectangular box in the back is a standard NEMA box that houses the electronics/power supplies for the other components.

The article you linked is all conceptual. It’s most likely just a wireless network like ricochet, nothing to do with law enforcement.

Yeah, heading north west to Phoenix from Tucson, which is technically the wrong direction for that sign.

No, I don’t think it’s that far to the furthest parts of Colorado, but it is about that far to the first one you can reach in Texas on the I-10 if you were going the other way.
