But only when ruled by kings. On a sidenote, in the Napoleonic era uniforms were brightly colored to better track down deserters. But democracies rarely choose war. Tangentially, this was also misunderstood by the USSR -- that NATO wasn't seeking war. (Well, except Churchill and Lemay.)
