What he's talking about is the MONEY for them, and as seen in the Ukraine funding, that money is going to weapons manufacturers to replace the weapons given, and doesn't affect the weapons transfer at all. All he has to do is say send them, and by a presidential direct they're sent, sans congressional approval, from a presidential 'weapons cache'.
